The Petrova Chronicles storyline is set in the present day, 2013 to be exact. The new year marks new beginnings, new friends and most importantly - new enemies. The world has become a dangerous place, beings of the supernatural are now roaming the streets whilst the general public is blissfully unaware of their lives are in peril.
The events of TVD have not happened, these characters may exist but haven't carried out the actions that have occurred in the series. The doppelgänger has yet to be discovered (as we already know to be Elena Gilbert) and The Salvatore brothers have yet to return home to Mystic Falls. The Originals haven't been awoken and Klaus is still just a whisper in the wind. See the separate post here for more information on certain characters and events that have crossed over.
Vampirism has spread at an alarming rate, new vampires are rising everyday and this hasn't gone unnoticed. Some local authorities all over the world have become aware of the vampires and their unusual drinking habits, these groups have set out to rid their towns and cities of the 'infestation'. Vampires must hunt at night, unless they possess a certain kind of ring that allows them to venture out into daylight - only a witch can spell these. Vampires love to party, the night-life has a great appeal to them and many flock to cities to spend their time in the best clubs around, compelling their way in and enjoying the bounty of dancing and fresh blood. As a vampire you are one of many, you can form alliances, take up residence in a town or city and try to live your life or pursue greater power - whatever you choose you need to be prepared for the worst, if the council of your area discover you, it will all go downhill from there.
The lycanthrope are much rarer - they can hide themselves well due to their lack of unusual feeding except at a full moon, they can blend easily with society and life a relatively normal life. Though a normal life is somewhat possible, most werewolves decide it is best to stay in packs, keeping to mountainous regions and living their lives as far from civilization as possible. A strong hatred for vampires fuels the werewolves to out them as potential threats, thus causing some packs to pass from town to town, city to city staking every vampire in their path, leaving nothing to chance.
Humans are for the most part, unaware of the supernatural world, to them life is simple and their only worries are human problems such as the bills to pay and what to get in for dinner. The exceptions are part of a much stranger world, one where they could easily become the prey. Some humans have awoken special abilities that allow them to perform spells that can bind and repress the supernatural beings that hunt them, others become hunters themselves, equipping themselves with an array of weapons that can take down even the strongest of Vampires, of course as a human you cannot match the speed and strength of these creatures, but what you lack in physical prowess you make up for in wits and cunning, using all manner of traps and tactics to dispatch your foes. Be careful though, all vampires start as humans at some point - you may one day join them.
